photo won't update on Cell device

I updated a photo on my home page *.gif format.  The photo is the photo It shows on computer no problem but won’t update on cell device even though I cleared browser and web data and reboot phone.  other people tried for me on their phones same thing.  The old gif keeps showing which is this one.
