Creating On Sale Category

Is there a way to create category for on sale items?  I know we can just put sale items in to category, but I’m trying to make a coupon to include only already on sale items  category.  I currently only have a filtered shop page https://bestfitbybrazil.com/sale that pulls all the sales items.  But its not a category or even a page.  a plugin allows this to be created.  So how could somehow at once put these items into a category so i can make a special coupon in woocommerce that allows only on sale items?

woocommerce already does this in coupons.  what can this plugin do that woocommerce can’t?

This plugin apply discount for all products in a category and can assign product to this category and name this category as sale.
