here is the screenshot of my setting, the freeshipping is turned off but it still shows why?

Also please see this, I have turned off my free shipping option but it I still visible. THE FREE SHIPPING OPTION IS SWITCHED OFF from woocommerce> setting> shipping. but it stil appears. why?

Hi,this is not what i was asking, see the screenshot, i have already selected Kuwait but it is not showing kuwait cities…
i want to show all kuwait cities please check.
